Government ‘considering raising capital gains tax as high as 39%’ in Budget |

British finance minister Rachel Reeves is considering raising the rate of capital gains tax to as high as 39% in her Oct. 30 budget, the Guardian newspaper reported on Thursday. Finance ministry modelling being reviewed by Reeves and seen by the Guardian shows officials are testing a range of 33% to 39% for capital gains tax, the paper said. |

Fresh rise in mortgage rates predicted |
Calls in mortgage rates could come to “an abrupt halt”, according to brokers, with expectations that home loan costs may rise in the coming days. Lenders have been locked in intense competition for borrowers in recent weeks, which has led to consistent falls in the interest rates charged on new fixed mortgage deals. This has led to more activity among buyers and sellers in the UK housing market. But one lender, the Coventry Building Society, is putting up mortgage rates on Friday, and others are expected to follow suit in the coming days. “The mortgage market has seen rates falling in recent months but that may be coming to an abrupt halt,” said David Hollingworth, associate director at broker L&C Mortgages. |

3 reserve soldiers killed in northern Gaza as IDF presses offensive in Jabaliya |
The Israel Defense Forces said Thursday that three reserve soldiers were killed amid fighting in the northern Gaza Strip, where the military launched a fresh ground offensive this week to prevent Hamas from reestablishing itself in the area. The three, all soldiers in the 5460th support unit of the 460th Brigade, were named as: Master Sgt. (res.) Ori Moshe Borenstein, 32, from Moreshet. Maj. (res.) Netanel Hershkovitz, 37, from Jerusalem. Master Sgt. (res.) Tzvi Matityahu Marantz, 32, from Bnei Adam. Their deaths bring the number of Israeli troops killed in the ground offensive in Gaza to 353. The announcement came as the IDF said troops were pressing ahead with the operation in northern Gaza’s Jabaliya, where according to a military statement they killed dozens of terror operatives over the previous 24 hours. The statement said troops captured weapons including rifles, RPG launchers, and ammunition. |

Senior Hezbollah figure Wafiq Safa has survived an Israeli assassination attempt in Beirut, three security sources tell Reuters. Safa was apparently targeted as part of Israeli airstrikes that struck two areas of Beirut, which the Lebanese health ministry reported killed 22 and injured 117, marking the deadliest attacks in the center of the capital since Israel escalated its campaign against Hezbollah last month. |

5 Israelis linked to ISIS arrested for plotting car-bombing of Tel Aviv’s Azrieli Mall |
Police and the Shin Bet security service announce they recently thwarted a plot by five Arab Israeli citizens to carry out a car-bombing attack at Tel Aviv’s Azrieli Mall, under the banner of the ISIS terror group. The five residents of Taybeh in central Israel formed a terror cell allied to ISIS, the fanatical terror group that originated in Iraq and Syria. The five were arrested after a month-long clandestine investigation and will face charges in the coming days. The cell’s leaders were named as Mahmoud Azam and Ibrahim Sheik Yousef. They recruited three others — Sajed Masarwa, Abdullah Baransi and Abdel Kareem Baransi Police and the Shin Bet say the five studied terror attacks in Syria and discussed the amount of explosives needed to bring down the iconic Azrieli towers. They say Azam and Yousef were in contact with foreign ISIS agents and planned to travel abroad to meet with ISIS operatives. They say the plan was uncovered with the help of “precise and effective intelligence operations,” and was stopped in its preliminary stages. |

H’YD: Father Of 7 Injured In Hadera Terror Attack Dies Of His Wounds |
The avreich who was critically injured in the Hadera terror attack on Wednesday morning passed away of his wounds on Thursday at the Hillel Yaffe Hospital in Hadera. HaRav Refael Mordechai Fishoff, H’yd, 35, is survived by his wife, seven young children, parents and siblings. The niftar was born in Bnei Brak to his father, HaGaon HaRav Tzvi Fishoff, one of the Roshei Yeshivos of Beis Matisyahu Yeshivah in Bnei Brak and the Rosh Yeshivah of Knesses Shmuel in Beitar Illit, and his mother, Sora. He was educated in Bnei Brak mosdos, and as a bochur joined the Knesses Yitzchak yeshiva in Hadera, where he formed a close relationship with the Rosh Yeshivah, HaRav Yehoshua Ehrenberg, and the Mashgiach HaGaon HaRav Tuvia Novack. After his marriage, he continued learning in the yeshivah’s kollel. His friends told B’Chadei Chareidim that he was a real masmid and was constantly learning. תהא נשמתו צרורה בצרור החיים |
